Nohrsam - Local capacities and Togetherness

The purpose of Nohrsam is to convey and disseminate basic knowledge, good experiences and best practices from the Norwegian model of planning a sustainable society in coherence with the legal system (applying mainly the Planning and building Act/ PBA). A special attention is given to uplift those interests in the community planning who traditionally don’t have a strong say or the adequate means to let their voice be heard – albeit the institutional conditions are in place to protect and promote their interests.

Unifying Participatory Planning

Participatory community planning is democracy in a nutshell – a process entrusting that every citizen has an equal say in a local development, whilst ensuring that the inputs are checked and balanced according to an informed decision-making process.
In a local sustainable development in Norway there is a common understanding that a community is closely connected and empowering to be sustainable. With this background Nohrsam represents a holistic approach of methods in line with the principles of local democracy, equality and empowered local communities.

Within the framework of knowledge-based community planning Nohrsam will give particular attention to the future generation and the adolescents who are significant contributors in the planning as community resources and development interests. Going beyond the hearing and public scrutiny in the community planning, is decisive to reach this group.

The guiding will be given based on the understanding of a planning with attention to:

-the promotion of sustainable development in the best interest of the citizen, the society and future generations.
- the applicability of the planning principle of "Universal design", ensuring processes and results as inclusive

About Nohrsam

Nohrsam is a non-profit organization with a mission to empower younger generation to take an active role in shaping and planning the future of their community. With more than twenty years of national experience working in the planning administration I have gained insight in what is doable and not in a participatory process, and what are the relevant methodologies to achieve political goals in a sustainable community development.

In Norwegian planning tradition we are as citizen and future holders in the community planning responsible to hand over earth in the same condition as we received it from our ancestors, or in even better state. Nohrsam takes this responsibility seriously.
